Low pressure at one fixture is a local problem like a clogged aerator. Low pressure everywhere points to something upstream: most often a failed pressure regulator, which is inexpensive, or internally corroded supply piping, which is not. Testing static pressure separates them in minutes.

One Fixture Versus All of Them
Start by confirming the scope, because it changes the answer completely. Check hot and cold separately at several fixtures around the house. If only one fixture is weak, the cause is almost certainly local: a scaled aerator, a partially closed angle stop, or a failing cartridge. Hard water in Riverside County clogs aerators steadily, and unscrewing and soaking one takes ten minutes.
If the drop is only on the hot side everywhere, suspect the water heater, typically sediment or a failing dip tube. If it is on both hot and cold at every fixture, the cause is upstream of the whole system.
The Two Main Causes
A failed pressure regulator is the good outcome. Most homes have one where the supply enters, holding incoming municipal pressure down to a safe household range. Regulators wear out, typically after ten to fifteen years, and they can fail in either direction. Failing low produces exactly the symptom you are describing, and replacement is a modest, well-defined job.
Internally corroded supply piping is the expensive outcome. Galvanized steel, used in homes built before roughly 1970 and still present in parts of Riverside, Hemet, Menifee, and Diamond Bar, corrodes from the inside out. The corrosion builds up and progressively narrows the pipe, choking flow over decades. The telltale is rust-colored water from the cold side first thing in the morning alongside the pressure loss.
A third possibility worth ruling out is simply a partially closed main shutoff or meter valve, which happens more often than people expect after any work on the house.
The Test That Settles It
A plumber threads a pressure gauge onto a hose bib and reads static pressure. Typical residential pressure sits somewhere in the region of 50 to 80 psi, and a reading well under that with everything closed points at the regulator or the supply. It takes minutes and it is the first thing that should happen.
Worth noting that pressure failing high is also a real problem, and one people rarely report because nothing feels wrong. Excessive pressure quietly destroys fixtures, appliances, and supply lines, and causes leaks that get blamed on the fixtures themselves. If a plumber is testing anyway, you learn either way.

- Whether the drop affects one fixture or all of them
- Whether it affects hot, cold, or both
- Aerators on the affected faucets, for mineral scale
- That the main shutoff and any meter valve are fully open
- Whether the water runs rust-colored from the cold side in the morning
- Whether neighbors are experiencing the same thing, which points at the utility
- Whether it happened suddenly or gradually over months
